The first town hall was opened in Shatin comprising a 1,500 seat auditorium, rehearsal halls, exhibition facilities, lecture halls, conference rooms, library, restaurant, administrative office and marriage registry. A building service unit (BSU) located away from the main building, contains the central chilled-water plant together with transformers and a standby power generator. From the BSU, an underground district cooling system provides chilled water for the air-conditioning systems in each building and is extended to supply the local magistracy on an adjacent site.
